Two clubs worth keeping an eye on in terms of bonus pools are the Chicago Cubs and Texas Rangers. The Cubs are rumored to be near a $2.8 million deal with Dominican RF Eloy Jimenez and only have $2.17 million in remaining bonus money. They could still add a little over $1 million in bonus money via trades, but may not have another club willing to give up their pool money and the Cubs can't obtain more pool money once they go over the limit. The Cubs have hinted that they aren't afraid of the tax on the overage or possible limitations on bonuses they can hand out next year if they go far over the limit. That said, the holdup on Jimenez's deal sure seems to be the Cubs trying to buy time to find more pool money to only have a tax to pay for the overage rather than incurring international bonus limitations next season.

Ideally, the Cubs should be looking to get to beat the bonus pool by less than 5% to only have to pay the tax. Anything 0% to 5% over the bonus pool results in a 75% tax on the overage, 5% to 10% results in the same tax and a $500,000 cap on the top bonus to give out next year with two more notches at 10% to 15% (100% tax, $500,000 max bonus) and over 15% (100% tax, $250,000 bonus). These penalties would be slightly tweaked if we have an international draft next year, with the same tax system and no pick penalty at 5% or under, but the next three notches, respectively would cost a club their first round pick, first and second round pick, and next two first round picks.

A club with a much bigger problem in this scope is the Rangers. They are already over $3 million over their pool amount, detailed below. Obviously, Texas is planning on far overshooting their pool and getting their money's worth for incurring the biggest spending penalty, which the Tampa Bay Rays incurred last season, limiting them to a $250,000 maximum bonus this year.

It's easy to see the motivation to go all-in one year and far outspend your competition, then have a leaner year. The amount of talent acquired may be the same in the two-year window (likely more for Texas given how far over they went over this year), but getting that talent a year earlier is another boost. I wouldn't be surprised to see other clubs copy this strategy in future years with all amateur money now on a fixed, MLB-mandated budget and shooting the moon internationally, if done right, yielding a competitive advantage.

One more club to watch are the New York Yankees, who have roughly $1.3 million to spend and are tied to Dominican CF Leonardo Molina (who is eligible to sign on his birthday, August 1st) for that amount or possibly more. The Yankees have some time to trade for bonus money between now and August 1st and were rumored to be on other six figure talents and shopping for money late in the process. Look for the Yankees to possibly make some moves to this end in the coming month with some solid players still on the board.

Teams are ordered by initial pool amount, players are all currently 16 and previously ineligible to sign unless noted otherwise and bonuses & scouting reports are specified or linked where available. Clubs get six bonuses $50,000 or under that are exempt from the bonus pool and any bonus $10,000 or less is automatically exempt. Contracts that aren't finalized (like Eloy Jimenez) aren't included below but will be added when official. Players are ordered by actual/projected signing bonus.

Here are five prospects that I've projected to sign for a big bonus that either are rumored to be close to a deal or will become eligible to sign later in the summer and are heavily tied to one club. This list and the signings listed below account for all the seven and high six figure prospects I'm aware of.
